Cold-Weather Tips for Pets

Posted on Dec. 3, 2025Dec. 3, 2025
With severe winter weather in our forecast, here are some tips from the Animal Rescue League of Iowa (ARL) to keep your pets—and the pets in your community—safe in these cold temperatures.

ARL Main is a Pet-Friendly Warming Station

Anyone who needs relief from the cold with their pets can come to ARL Main (5452 NE 22nd St., Des Moines) during normal adoption hours (weekdays 12-7 p.m., weekends 10 a.m.-6 p.m.).

  1.  Know how much cold your pet can tolerate. Puppies, small dogs and older dogs have a lower tolerance for cold temperatures. Let them outside only to relieve themselves, or consider training them to use potty pads indoors.
  2. Extra care for cold-weather dogs. If your dog is built for colder weather and enjoys playing in the cold, increase the amount of food they are given, specifically protein, to keep them healthy and their coats in good shape.
  3. Provide a warm place to sleep. Make sure your pet has a warm place to sleep indoors away from drafts, and consider adding a blanket or pet bed for extra comfort. If your dog absolutely must stay outside, make sure they have adequate shelter and fresh, unfrozen water. Their shelter must keep them warm, with protection from the wind and dry bedding such as straw. Do not use blankets or hay for bedding, as they can absorb moisture and freeze. Dogs who are aging, undernourished or have medical conditions should not be out in the cold even with a doghouse.
  4. Indoor cats and community cats. Keep indoor cats inside. They can get lost in wintery weather and become injured or worse. If you are caring for outdoor community cats, provide them with a warm place to sleep and access to unfrozen water and nutritious food. Always use dry bedding, such as straw, in their shelter. Do not use blankets or hay for bedding, as they can absorb moisture and freeze.
  5. Keep dogs on a leash. Dogs that are let off-leash during the winter, especially during a snowstorm, have a greater chance of becoming lost. Make sure dogs are wearing ID tags and have been microchipped to increase the chances that they will be reunited with you if they become lost.
  6. Clean off pets when they come indoors. Towel dry your dog’s paws, legs and stomach when they come in out of winter weather. Chemical agents used to melt ice can be dangerous for dogs to ingest while licking their paws. Snow and encrusted ice may also cause their paw pads to bleed.
  7. Check twice before starting your car. Outdoor cats often climb under the hoods of vehicles to keep warm, putting them at risk of being injured or killed when the vehicle starts. Knock or bang loudly on the hood of your car before starting it to give cats a chance to escape.
  8. Never leave your pet in a vehicle in cold weather. A vehicle acts as a refrigerator in cold temps, keeping the cold in and potentially causing the animal to freeze.
  9. Antifreeze may be good for your car, but it is lethal for dogs and cats. Clean up any spills thoroughly and consider using products that contain propylene glycol rather than ethylene glycol.
  10. Never shave your dog to the skin in the winter. Dogs need their coat to provide warmth. When you give your dog a bath in the winter, be sure they are thoroughly dry before letting them outside. For dogs with shorter fur, consider getting a coat or sweater that covers their body from the base of the tail to the belly. Keep their fur mat-free, since mats prevent fur from keeping them warm.

To report an animal in distress, call your local animal services agency or law enforcement. City of Des Moines residents can call (515) 283-4811.

What the Federal PACT Act Means and Doesn’t Mean for Iowa’s Animals

Posted on Nov. 10, 2020Oct. 3, 2025

On Nov. 25, 2019, President Trump signed into law a bill making some cases of animal cruelty a federal felony.

The Preventing Animal Cruelty and Torture (PACT) Act is an amendment to a federal law specifically related to fetish “crush videos.” The original law made the production, possession, and sale of such videos a federal felony, but it did not criminalize the underlying act of cruelty itself. The PACT Act fills that gap by making the act of cruelty a federal felony.

However, the PACT Act only applies in very narrow circumstances related to crush videos, and then only in jurisdictions where no state or local laws apply. You can read more about the PACT Act at Govtrack.us

While this law is significant, the PACT Act does not apply to the vast majority of animal cruelty cases in Iowa and across the nation.

Iowa currently ranks 48th in the country for the effectiveness of its animal protection laws, but a bill (HF737) that was signed into law in 2020 makes several key improvements to Iowa’s companion animal cruelty laws, including increased penalties, improved definitions related to standards of care, and mental health evaluations and restrictions on future possession of animals in certain cases.

On June 29, 2020 Governor Reynolds signed HF737 into law, marking a huge victory for Iowa’s companion animals. The law went into effect July 1, 2020. To read more about what the law will do to protect animals, click here.

Elliot needs surgery now to save his leg

Posted on Sep. 11, 2020Oct. 3, 2025

When Elliot arrived at the Animal Rescue League, all we were told is that he had been hit by a car.

One of his back legs was severely injured, with a deep, gaping wound by his ankle. He was unable to stand. Our Emergency Care Team immediately started him on pain medications and moved him to our Miracle Medical Ward so our veterinary team could determine the extent of his injuries.

The area was a mess of shredded muscle and tissue. As we examined him further, we were horrified to see that his tendons and ligaments were severely damaged, leaving his joint with no stability at all.

Elliot needs surgery with a specialist to give him the chance to walk again and hopefully save his leg.

This very sweet boy needs your help now.

We’ve Never Seen a Dog’s Eyes Like This

Posted on Aug. 13, 2020Oct. 3, 2025

Donate to Help

Zina’s eyes are like nothing we’ve ever seen.

Every blink, every movement of her eyes, brings pain and irritation. Her inner eyelids are adhered to her eyes, causing not only discomfort but making it impossible for her to see clearly. She also has other severe deformities of her eyes and lids, including long tufts of fur jutting out where they should not be.

She is so young just 6 months old and she’s been suffering for most, if not all, of her life.

We made a promise to Zina the day she arrived at the Animal Rescue League that we would do everything in our power to help her, no matter what it took.

Donate to Help

We immediately started her on medications to fight infection and keep her eyes as healthy and comfortable as possible as we worked to correct the problems. She needed initial intricate surgeries to relieve her discomfort and improve her vision, and we have taken care of that, but now Zina needs a specialist.

And she needs you now, more than ever.

Donate to Help

You can be a hero to Zina and pets like her today with your monthly gift to our Miracle Medical Fund.

Pets like Zina come to us every day suffering from pain and discomfort they don’t understand and needing weeks, if not months, of veterinary care to change their lives for the better.

We don’t know how many more surgeries Zina will need or how long she will be with us. She’s a special girl who will always look a little different, but with your help, we can help her feel “normal” and give her a better life … the life she has always deserved.

Donate to Help

In these uncertain times, the certainty of your monthly gift will help us continue to be there for pets in need, like Zina, for as long as they need, whether it be weeks or months or longer.

2 Dogs, Arrive Starving and Dehydrated

Posted on Jul. 17, 2020Oct. 3, 2025

UPDATE (07/16/2020)

On July 14 Lorna Danley was again arrested and was charged with another count of animal neglect. This time ARL officials were called to the property to rescue a cat who had been abandoned in her former home, left in the hot and empty apartment for nearly a week without food or water. There were more animals in Danley’s new home that were also removed, bringing the total pets removed from her care to 10: 2 dogs, 3 cats, 3 kittens, and 2 ferrets.

While we anxiously await resolution in the courts for both cases (hopefully including the prevention of future pet ownership), there is some happy news to share as well. Duke and Mariah have been gaining weight and are now both in loving homes!

In a twist of fate, we learned that Duke had actually been STOLEN from his home last summer and his family had been looking for him all this time. We were able to reunite Duke (whose name is actually Stan) with his very relieved family who have been working closely with their veterinarian to continue his recovery.

Mariah has also found a wonderful family to love. Her new family had been looking for a dog at the ARL for many weeks, taking their time to find the perfect match. As soon as they met Mariah, they knew she was the one.

Mariah and Duke (now Stanley)

UPDATE (06/18/2020)

Lorna Danley of Des Moines, was arrested this morning and charged with 2 counts of animal neglected and cited for multiple other animal ordinance violations related to the Duke and Mariah case below. Danley is currently in the Polk County Jail (mugshot and charges attached). Duke and Mariah continue to improve each day and are expected to make full recoveries.

ORIGINAL POST (06/12/2020)

It just keeps happening.

In just the past few weeks, so many pets have arrived at the Animal Rescue League in need of lifesaving care. Gut-wrenching cruelty cases – stabbings, burnings … and now starvation.

Duke and Mariah arrived at the ARL in the nick of time, rescued from their Des Moines home. They are literally skin and bones – Duke weighs only 37.5 pounds, about half of what his normal body weight should be. Our veterinarian said if they’d not been rescued, he would have been dead within a week. Mariah wouldn’t have had much longer.

Our Emergency Care Team was ready when the dogs arrived, and within minutes the sweet pups were receiving subcutaneous fluids for dehydration and eating the first food they’d had in who knows how long. They’re now on a careful refeeding program to help them regain their weight safely and are being closely watched by our medical team.

Duke

The most amazing part? Even after all they’ve been through, they are incredibly sweet and gentle dogs, eager to please and eager for love. Even in their frail state, they could not stop wagging their tails. They knew they were finally safe.

Duke and Mariah didn’t get this way overnight. Their nightmare of pain and suffering had been going on for weeks, if not months. And their journey to recovery is expected to be long. We’re taking things one day at a time right now.

Donate Now

Duke

The investigation in their case is ongoing, but they need your help now.

Your one-time donation to our Miracle Medical Fund today will help Duke and Mariah and others in need of lifesaving care right now, and your monthly donation will help them and countless others who will arrive at our doors in need of a miracle.

Sadly, the need is high … and it is growing. Your donation is needed now more than ever.

P.S., When you donate today to help Duke and Mariah or enroll in our Loyal Friends Club, you’ll be automatically enrolled to receive exclusive updates on their progress.

Clicker training incorporates a marker (the click) to communicate with the learner that they performed what the trainer was looking for at the very instant the behavior was performed. The “click” signifies to the learner that a reward will be coming. Since dogs don’t speak human (and we don’t speak dog), using a clicker will help to bridge the communication gap.

Senior Dogs at Animal Rescue League of Iowa Fetch Grant

Posted on Jul. 13, 2020Oct. 3, 2025

Old dogs have something to wag about this summer, as The Grey Muzzle Organization announces the recipients of its annual grants, and dogs at Animal Rescue League of Iowa (ARL) are among the winners.

The ARL in Des Moines is one of 64 animal welfare groups chosen from 288 applicants to receive a grant to help local senior dogs. The winning groups received more than $510,000 in grants to help save or improve the lives of at-risk old dogs in their communities.

Grey Muzzle featuring Petey

“Petey (pictured) the 11-year old border collie was identified as having some untreatable health issues due to aging but still has great quality of life. This grant paid for diagnostics and will pay for his medications while he is living life to the fullest as a beloved family member in an ARL hospice foster home!” said Tom Colvin, CEO of Animal Rescue League of Iowa. “No one is more grateful or loving than an old dog, and we’re looking forward to helping more senior dogs get the second chance they all deserve.”

Over the past 12 years, the national nonprofit Grey Muzzle Organization has provided $2.5 million in grants to support its vision of “a world where no old dog dies alone and afraid.”

“Thanks to the generosity of our donors, we’re delighted to help deserving organizations like the ARL make a difference in the lives of dogs and people in their communities,” Grey Muzzle’s Executive Director Lisa Lunghofer said. “Many senior dogs in the Des Moines are enjoying their golden years in loving homes thanks to the wonderful work of the ARL.”

About Animal Rescue League of Iowa

The Animal Rescue League of Iowa is Iowa’s largest nonprofit animal shelter, caring for many thousands of pets each year. The ARL serves people and pets from across the state through pet adoption, pet behavior training, spay/neuter, animal cruelty intervention and much more.

About The Grey Muzzle Organization

The national nonprofit The Grey Muzzle Organization improves the lives of at-risk senior dogs by providing funding and resources to animal shelters, rescue organizations, sanctuaries, and other nonprofit groups nationwide. For details, please visit www.greymuzzle.org

Des Moines Man Allegedly Starves 2 Dogs to Death

Posted on May. 20, 2020Oct. 3, 2025

In March, David Goodburn adopted 2 Bonded Buddy dogs from the ARL, promising to give them a great life. Nori (3 years old) and Brie (1.5 years old) were incredibly sweet girls who loved belly rubs, toys, and especially people. Goodburn completed the adoption counseling process, signed the adoption contract committing to the high standards of care we expect from all of our adopters, and paid an adoption fee. At no point were there any indicators during the adoption process that Nori and Brie would not be safe.

This week ARL Animal Services Officers were called to the home of David Goodburn where, to their horror, they discovered the unimaginable: Nori and Brie were deceased inside his Des Moines apartment. Goodburn is accused of abandoning the dogs and leaving them trapped in the apartment to fend for themselves, which ultimately led to their deaths. He has been charged with 2 counts of animal neglect, a serious misdemeanor demonstrating “willful intent”. The investigation is ongoing and is now with the DMPD. Goodburn remains in Polk County jail as of present.

Mugshot of David Goodburn

We are shocked, heartbroken, and furious. Goodburn not only lied to and misled our team, he did the same to the multiple people who were with him and the dogs inside the home after they were adopted. No one saw any red flags until the call came this week…and by then it was too late.

We have adopted 2,614 pets since the beginning of the year, but these pets are so much more than just a number to us: they’re part of our extended ARL family. We love them deeply, care for them diligently, and take great care in ensuring they go to great homes. We will continue to work with law enforcement to hold Goodburn accountable and will be pursuing civil action for his violation of our adoption contract.

No animal should have to suffer the ways these 2 dogs suffered and the charges allowed by current state law are incredibly inadequate for the crime. Prior to the session recessing in March due to COVID-19, the state Senate had passed a bill to improve the definitions and penalties for animal crimes and it now waits in the House for when the session resumes in early June. We urge you to ask your state representative to support the current version of HF737 so it can go to the governor’s desk. Making your voice heard is fast, it’s easy, and it could have lasting impact on animals in Iowa for years to come. Visit VoterVoice to send a message.

Every single day we receive photos and stories from ARL adopters and they always mean so much to us, but today, we really need something to smile about. We would love to see photos and updates of the ARL pets in your homes, so please share on our Facebook page or upload through our submission form.

In loving memory of Nori and Brie.
